                            Solidarity with the Palestinian Boycott,
                            Divestment, and Sanctions (BDS) Movement
                          </span></p>
                        <p><span style="font-family:

                            February 17, 2016, representatives of the
                            Students, Faculty, Staff, Fellows, and
                            Research Associates of the Simone de
                            Beauvoir Institute (SdBI) voted in unanimous
                            support of the following resolution on the
                            Palestinian call for the boycott, divestment
                            and sanctions (BDS) movement:
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">As
                            feminist scholars, activists, teachers, and
                            public intellectuals we recognize the
                            interconnectedness of systemic forms of
                            oppression. In the spirit of this
                            perspective, we cannot overlook the
                            injustice and violence, including sexual and
                            gender-based violence, perpetrated against
                            Palestinians and other Arabs in the West
                            Bank, Gaza Strip, within Israel and in the
                            Golan Heights, as well as the colonial
                            displacement of hundreds of thousands of
                            Palestinians during the 1948 Nakba. The
                            discriminatory treatment, exclusion,
                            military siege and apartheid imposed by
                            Israel on its own Palestinian citizens as
                            well as those residing in the occupied
                            territories constitute flagrant breaches of
                            international law, UN resolutions, and
                            fundamental human rights. In the present
                            moment, our counterparts in Palestine face
                            daily violations of their human rights,
                            including their academic rights to free
                            speech, assembly, association, and movement.
                            At the same time, Israeli institutions of
                            higher learning have not challenged, but
                            instead legitimized Israel’s oppressive
                            policies and violations. These violations,
                            which severely impact the daily lives and
                            working conditions of Palestinian scholars,
                            students, and society at large, are also
                            enabled by tax dollars and the tacit support
                            of Western powers, thus making any taxpayer
                            in Canada and the West complicit in
                            perpetuating these injustices. As members of
                            the SdBI who are committed to justice,
                            dignity, equality and peace, we affirm our
                            opposition to the historical and current
                            injustices in Palestine that we view as part
                            and parcel of the multiple oppressions we
                            study and teach about. We also affirm the
                            commitment of the SdBI to principles of
                            human rights, justice and freedom for all,
                            including academic freedom. The SdBI has had
                            a long tradition of welcoming feminists
                            committed to peace. Along the years, the
                            SdBI has organized or sponsored many BDS
                            activities or activities part of Israeli
                            Apartheid week. Therefore, in keeping with
                            the above principles and in line with the
                            SdBI’s history and present commitments, let
                            it be resolved that the SdBI endorses the
                            call by

                            so, we join the growing grassroots
                            international consensus and add our voices
                            to a large number of academic associations
                            and entities that adopted similar
                            resolutions in recent years.

                            their support for BDS because we believe
                            that boycott, divestment and sanctions are
                            the most effective nonviolent means for
                            achieving justice and peace in the region.
                            The Simone de Beauvoir Institute recognizes
                            that the issue of BDS raises many questions,
                            and sparks heated debate. As feminist
                            educators and students, we promote open
                            dialogue and an educational approach to
                            understanding the issues. In the next pages,
                            we outline some of the key tenets of the
                            resolution and what it implies. We also
                            provide a list of resources for further
                            reading on the topic (see page 12).

                            12pt; font-weight: 800;">1. What is BDS?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">BDS
                            is a rights-based movement (for more
                            information, see Barghouti, 2011). On July
                            13, 2005 the UN International Civil Society
                            Conference adopted the Palestinian call for
                            the boycott, divestment and sanctions
                            movements BDS. BDS is an acronym that stands
                            for “Boycott, Divestment, and Sanctions.” It
                            refers to a 2005 call, endorsed by over 170
                            Palestinian civil society movements, to use
                            non-violent tactics in order to pressure the
                            Israeli government. The call urges various
                            forms of boycott until Israel meets in
                            obligations under international law by:
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">a)
                            Ending its occupation of all Palestinian
                            land;<br>
                            b)
                            RecognizingthefundamentalrightsofPalestiniancitizensofIsraeltofullequality;and
                            c) Respecting, promoting, and protecting the
                            rights of Palestinian refugees, as
                            stipulated
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">in
                            UN Resolution 194. </span>
                        </p>
                        <p><span style="color: rgb(128, 0, 0);
                            font-family: &quot;Arial&quot;; font-size:
                            12pt; font-weight: 800;">2. Why BDS?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">We
                            believe that BDS offers a reasoned and
                            effective platform for realizing
                            Palestinians’ human rights because it is
                            committed to non-violent action. For
                            decades, Palestinian resistance movements
                            have been criticized for adopting violent
                            tactics. BDS represents a rejection of
                            violent tactics, building instead a movement
                            grounded in the principles of non-violent
                            resistance. The BDS campaign mobilizes
                            international pressure on the institutions
                            of Israeli apartheid while building
                            solidarity between Palestinians and those
                            outside who believe in a just peace for
                            Palestine. Moreover, the Simone de Beauvoir
                            Institute opposes positions that pre-empt
                            marginalized communities’ abilities to
                            contest and protest the conditions they
                            face. We therefore also believe that
                            limiting non-violent resistance movements
                            such as BDS prevents democracy.
                          </span></p>
                        <p><span style="color: rgb(128, 0, 0);
                            font-family: &quot;Arial&quot;; font-size:
                            12pt; font-weight: 800;">3. In supporting
                            BDS, what political solution to the
                            Israel/Palestine conflict does the SdBI
                            endorse?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">As
                            feminists standing in solidarity with
                            Palestinians, we understand that it is not
                            our role to decide the terms of their
                            struggle for freedom. Our solidarity is
                            premised upon the core belief that
                            Palestinians must control the terms of their
                            liberation. In supporting BDS, we, at the
                            SdBI, do not take any position on nor
                            endorse a specific policy or political
                            solution to the conflict. While individual
                            BDS activists and advocates may support
                            diverse political solutions, as a movement,
                            BDS does not adopt any specific formula and
                            steers away from the one-state-
                            versus-two-states debate, focusing instead
                            on basic rights and freedom, and
                            international law.
                          </span></p>

                            anti-Semitic?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">No.
                            This assumption comes from the common but
                            erroneous equation between Judaism
                            (religion) and the Israeli policies (state).
                            A great number of Jewish people oppose
                            Israeli policies and/or endorse BDS. As
                            anti-racist feminists, we reject any form of
                            bigotry, including anti- Jewish racism. We
                            see BDS as an anti-racist movement and this
                            is consistent with statements from leaders
                            of the movement who have affirmed that “the
                            struggle for Palestinian rights is
                            incompatible with any form of racism or
                            bigotry.” </span></p>
                        <p><span style="color: rgb(128, 0, 0);
                            font-family: &quot;Arial&quot;; font-size:
                            12pt; font-weight: 800;">5. Why target
                            Israel? What about other human rights
                            violations in the world?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">Over
                            many discussions through the years, we have
                            determined that there are enough reasons for
                            the SdBI to endorse the united Palestinian
                            civil society’s call to boycott Israel.
                            Endorsing this boycott neither obligates nor
                            prevents us from taking appropriate action
                            to address any other issue. When other
                            issues emerge that we believe warrants our
                            attention and action, we will consider them
                            with openness and take a position
                            accordingly.
                          </span></p>
                        <p><span style="color: rgb(128, 0, 0);
                            font-family: &quot;Arial&quot;; font-size:
                            12pt; font-weight: 800;">6. Doesn’t BDS harm
                            Palestinians too?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">Perhaps,
                            however BDS is the tactic that a united
                            Palestinian civil society has chosen. We
                            trust a united Palestinian civil society to
                            be able to weigh the costs and benefits of
                            this action. Similarly, it is entirely
                            possible that a boycott of Israeli academic
                            institutions may cause occasional hardship
                            for certain Israeli scholars. Unfortunately,
                            in the absence of effective action,
                            individual opposition to oppressive policies
                            does nothing to change their institution’s
                            complicity in ongoing rights violations. </span></p>
                        <p><span style="color: rgb(128, 0, 0);

                            12pt; font-weight: 800;">7. Does an academic
                            boycott harm academic freedom?
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">No.
                            The academic boycott targets institutions
                            only, not individuals. The SdBI understands
                            boycott as refusing, in its official
                            capacities, to enter into formal
                            collaborations with Israeli academic
                            institutions, or with scholars and students
                            who are expressly serving as representatives
                            of those institutions (such as deans,
                            presidents and others), or on behalf of the
                            Israeli government. We are not endorsing a
                            boycott of Israeli scholars engaged in
                            individual- level contacts and ordinary
                            forms of academic exchange, including
                            presentations at conferences, public
                            lectures at campuses, and collaboration on
                            research and publication.
                          </span></p>
                        <p><span style="font-family:
                            &quot;GillSans&quot;; font-size: 12pt;">The
                            academic boycott does not prevent Israeli
                            scholars and students from speaking,
                            writing, or publishing what they wish. The
                            boycott demands that academic freedom be
                            extended to all people who inhabit Palestine
                            and Israel. It states that we will withdraw
                            our support from Israeli academic
                            institutions because they systematically
                            discriminate against Palestinian students.
                            One key demand of the academic boycott is
                            that these institutions respect the academic
                            freedom and rights to education of all
                            people under their sovereignty. </span></p>

                            SdBI members to abide by BDS?

                            cannot impose this boycott on anyone. If
                            members do not abide by this boycott, that
                            is their choice. Adopting BDS as an
                            Institute makes a statement about what we,
                            as a community of feminists, believe in.
                            Like any community, we are a diverse group
                            with differing opinions. That should not
                            stop us from taking action when it is
                            warranted and supported by a majority of the
                            members.
                          </span></p>

                            connected to education?
                          </span></p>

                            the ways in which Israeli academic
                            institutions restrict Palestinians’
                            enrollment, persecute students for political
                            involvement, and suppress their freedom of
                            expression. In addition, we commit to
                            continuing to educate ourselves in the
                            following ways:

                                How is BDS connected to feminism?

                                the SdBI, we understand feminism to be a
                                broad movement toward social justice. We
                                share and are inspired by the values
                                expressed by the December 2015 U.S.
                                National Women’s Studies Association in
                                their declaration of support for BDS and
                                call for feminist solidarity with
                                Palestinians. They state: “As feminist
                                activists, scholars, teachers and
                                intellectuals who recognize the
                                interconnectedness of systemic forms of
                                oppression, we cannot overlook the
                                injustice and violence, including sexual
                                and gender-based violence, perpetrated
                                against Palestinians”. Following their
                                lead, we similarly regard our resolution
                                in support of BDS as “an act of
                                transnational solidarity aimed at social

                            manquements flagrants à la loi
                            internationale, aux résolutions de l’ONU et
                            aux droits de la personne. En ce moment
                            présent, nos vis-à-vis en Palestine font
                            face à des violations quotidiennes de leurs
                            droits fondamentaux, incluant leurs droits
                            académiques à la liberté d’expression, à
                            se réunir, à s’associer et à circuler
                            librement. Pendant ce temps, les
                            institutions israéliennes de haut savoir
                            n’ont pas remis en question mais plutôt
                            légitimé les politiques oppressives et les
                            violations des droits de la part d’Israël.
                            Ces violations, qui ont un impact sérieux
                            sur la vie quotidienne et les conditions de
                            travail des chercheures et chercheurs,
                            étudiantes et étudiants palestiniens et de
                            la société dans son ensemble, sont rendues
                            possibles par l’argent des taxes et le
                            soutien tacite des puissances occidentales,
                            ce qui fait de chaque contribuable au Canada
                            et en Occident un ou une complice dans la
                            perpétration de ces injustices. En tant que
                            membres de l’ISdB engagées envers la
                            justice, la dignité, l’égalité et la
                            paix, nous affirmons notre opposition aux
                            injustices historiques et actuelles en
                            Palestine, que nous voyons comme faisant
                            partie des multiples oppressions que nous

                            énumérés ci-haut et en continuité avec

                            l’appel de la société civile palestinienne
                            pour le boycott, le désinvestissement et
                            les sanctions (BDS) des entités
                            économiques, militaires, académiques et
                            culturelles et des projets parrainés par
                            l’État d’Israël. De cette façon, nous
                            joignons un grand nombre d’associations
                            académiques et d’organisations qui ont
                            adopté des résolutions semblables au cours
                            des dernières années.

                            ajoutons nos voix à celles et ceux qui ont
                            déclaré leur soutien pour le mouvement BDS

                            région. L’ISdB reconnait que le dossier BDS
                            soulève plusieurs questions, et suscite de

                            BDS ?
                          </span></p>

                            est un mouvement basé sur les droits (pour
                            de plus amples informations, voir Barghouti,
                            2011). Le 13 juillet 2005, la conférence
                            internationale de la société civile à
                            l’appui de la paix au Moyen-Orient, sous
                            l’égide de l’Organisation pour les Nations
                            Unies (ONU) a adopté l’appel palestinien
                            pour le mouvement boycott,
                            désinvestissement et sanctions. Le BDS est
                            un acronyme pour boycott, désinvestissement
                            et sanctions et fait référence à l’appel
                            de 2005 endossé par plus de 170 mouvements
                            de la société civile palestinienne pour
                            l’utilisation de tactiques non-violentes
                            dans le but de faire pression sur le
                            gouvernement israélien. L’appel demande
                            différentes formes de boycott jusqu’à ce
                            qu’Israël remplisse ses obligations envers
                            la loi internationale : </span></p>

                            ?

                            croyons que le BDS offre une plateforme
                            raisonnée et efficace pour
                            opérationnaliser les droits de la personne
                            des Palestiniennes et Palestiniens parce
                            qu’il est engagé envers l’action
                            non-violente. Pendant des décennies, les
                            mouvements de résistance palestiniens ont
                            été critiqués pour leur utilisation de
                            tactiques violentes. Le BDS représente un
                            rejet des tactiques violentes et construit
                            à la place un mouvement ancré dans les
                            principes de la résistance non- violente.
                            La campagne BDS mobilise la pression
                            internationale sur les institutions de
                            l’apartheid israélien tout en construisant
                            la solidarité entre les Palestiniennes, les
                            Palestiniens et celles et ceux qui, à
                            l’extérieur, croient en une paix juste pour
                            la Palestine. De plus, l’ISdB s’oppose à
                            des positions qui contrecarrent la capacité
                            des communautés marginalisées à dénoncer
                            et à protester contre les conditions
                            auxquelles elles font face. Nous croyons
                            aussi que le fait de limiter les mouvements
                            de résistance non-violente comme le BDS
                            empêche la démocratie.
                          </span></p>

                            BDS, quelle solution politique au conflit
                            israélo- palestinien l’ISdB endosse-t-il ?

                            tant que féministes solidaires des
                            Palestiniennes et des Palestiniens, nous
                            comprenons que ce n’est pas à nous de
                            décider des termes de leur combat pour la
                            liberté. Notre solidarité repose sur la
                            ferme conviction que les Palestiniennes et
                            les Palestiniens doivent contrôler les
                            termes de leur libération. En donnant notre
                            soutien au BDS, nous, à l’ISdB, ne prenons
                            pas position et nous n’endossons pas une
                            solution politique spécifique au conflit.
                            Bien que des militantes et des militants du
                            mouvement BDS puissent défendre diverses

                            BDS est antisémite ?
                          </span></p>

                            Cette assertion vient de l’équation commune
                            mais erronée entre le judaïsme (une
                            religion) et les politiques d’Israël (un
                            État). Un grand nombre de personnes juives
                            s’opposent aux politiques d’Israël et/ou
                            endossent le BDS. En tant que féministes
                            antiracistes, nous rejetons toute forme de
                            bigoterie, incluant le racisme anti-juif.
                            Nous voyons le BDS comme un mouvement
                            antiraciste et notre position rejoint celle
                            exprimée par les leaders du mouvement BDS,
                            qui ont déclaré que : « la lutte pour les
                            droits des Palestiniennes et des
                            Palestiniens est incompatible avec toute
                            forme de racisme ou de bigoterie ».
                          </span></p>
                        <p><span style="color: rgb(128, 0, 0);

                            12pt; font-weight: 800;">5. Pourquoi cibler
                            Israël ? Qu’en est-il des autres violations
                            des droits de la personne dans le monde ?
                          </span></p>

                            &quot;GillSans&quot;; font-size: 12pt;">Suite
                            aux nombreuses discussions que nous avons
                            eues au cours des années, nous avons
                            déterminé qu’il y a suffisamment de
                            raisons pour que l’ISdB endosse l’appel
                            unifié de la société civile palestinienne
                            au boycott d’Israël. Endosser ce boycott ne
                            nous oblige ni ne nous dispense de prendre
                            les actions appropriées pour répondre à
                            toute autre question. Lorsqu’émergent
                            d’autres enjeux que nous estimons requérir
                            notre attention et notre action, nous allons
                            les considérer avec ouverture et prendre
                            position si nécessaire. </span></p>

                            BDS affecte les Palestiniennes et les
                            Palestiniens aussi ?
                          </span></p>

                            cependant le BDS est une tactique qui a
                            été choisie par la société civile
                            palestinienne unie. Nous avons confiance que
                            la société civile palestinienne unie est
                            capable de mesurer les coûts et les
                            bénéfices de cette action. Également, il
                            est absolument possible qu’un boycott des
                            institutions académiques israéliennes
                            puisse causer des problèmes occasionnels
                            pour certaines chercheures et certains
                            chercheurs israéliens. Malheureusement, en
                            l’absence d’action efficace, l’opposition
                            individuelle aux politiques oppressives ne
                            permet pas de renverser la complicité des
                            institutions avec les violations de droits
                            qui ont cours.
                          </span></p>

                            boycott académique nuit à la liberté
                            académique ?
                          </span></p>

                            Le boycott académique cible seulement les
                            institutions, pas les individus. L’ISdB
                            comprend le boycott comme le refus de
                            collaborer formellement, au niveau des
                            mécanismes officiels, avec des institutions
                            académiques israéliennes ou bien avec des
                            chercheures et chercheurs, étudiantes et
                            étudiants qui occupent des fonctions de
                            représentation pour ces institutions (comme
                            par exemple des doyennes, doyens,
                            présidentes, présidents, etc.), ou qui
                            agissent au nom du gouvernement israélien.
                            Nous n’endossons pas un boycott des
                            chercheures et chercheurs israéliens qui
                            poursuivent des contacts et formes
                            ordinaires d’échange académique, incluant
                            des présentations à des conférences, des
                            lectures publiques sur les campus, des </span></p>

                            boycott académique n’empêche pas les

                            d’écrire ou de publier ce qu’elles et ils
                            veulent. Le boycott demande que la liberté
                            académique soit étendue à toutes les
                            personnes qui habitent la Palestine et
                            Israël. Il établit que nous allons retirer
                            notre soutien aux institutions académiques
                            israéliennes parce qu’elles exercent une
                            discrimination systématique contre les
                            étudiantes et étudiants palestiniens. Une
                            demande clé du boycott académique est que
                            ces institutions respectent la liberté
                            académique et les droits à l’éducation de
                            toutes les personnes sous leur
                            souveraineté. </span></p>

                            de toutes les membres de l’ISdB qu’elles se
                            conforment au BDS ?

                            ne pouvons pas imposer ce boycott à qui que
                            ce soit. Si des membres ne se conforment pas
                            à ce boycott, c’est leur choix. L’adoption
                            du BSD par l’Institut permet de révéler ce
                            en quoi nous croyons en tant que communauté
                            féministe. Comme toute communauté, nous
                            sommes un groupe divers avec des opinions
                            différentes. Cela ne doit pas nous
                            empêcher d’agir lorsque cela est mandaté
                            et appuyé par une majorité des membres.
